Email Newsletters: Best Practices for Small Businesses

This post originally appeared on the American Express OPEN Forum, where Mashable regularly contributes articles about leveraging social media and technology in small business.

Does anyone actually look forward to email newsletters? Debatable. But it doesn?t mean your business has to fall to the bottom of the email heap.

Nor do those moans and groans over email newsletters mean you should stop sending them. According to Exact Target data, 42% of subscribers are more likely to buy from a company after subscribing to their emails. So, it?s a safe bet for your business to continue sending out newsletters. However, it?s important to use common sense, strategic language and ethical practices in order to improve your subscription results.

Here are four best practices to help ensure your business and your customers benefit from email newsletters. Please share your experiences (good and bad) with email subscriptions in the comments below.

1. Best Time of Day

Easy answer? There is none. However, we can advise you not to send emails on Monday mornings ? human beings on average don?t crack our first smiles until 11:16 a.m. that day. An overstuffed inbox would just further delay the process.

On the other hand, perform some basic analytics about your business? customers or users. Does your blog or business target parents? Send an email update on Sunday evenings when the family is relaxing with a movie. Do many of your purchases come from another country? Consider setting your email updates to that time zone. Does your service list weekend events? Don?t wait until 4:55 p.m. on a Friday afternoon to send invites.

Sure, many of these tips seem to follow common sense. But as an avid online shopper, you?d be surprised how many emails from Urban Outfitters I delete while feeling the crunch of a Tuesday afternoon deadline. Perform basic demographic analysis: as a gamer, financial analyst, retiree, college student, etc., when would you be most likely to click through promotional emails?

2. Best Wording

?Check this box if you?d like to receive our newsletter.? Let?s point out everything wrong with this all-too-common option: It?s vague, it?s boring and it lacks incentive.

First off, encourage customers to opt-in by advertising what your company?s email newsletters will include. Maybe your company allows its customers to subscribe to specific lists, designated by interest or gender, for example. Can they expect promotions, deals and product updates? Make sure to emphasize the inherent value in receiving regular email notifications from you.

Second, use punchy language to turn vague into enticing. Subject headings are key in this regard ? weekly newsletters with identical subject lines lack click appeal. If customers get the feeling they?re about to read the same thing they read in a previous email, they won?t open it in the first place. Instead, highlight the most important or eye-catching piece of news or product update in the subject line. After all, SEO is key these days.

Finally, customers love a good deal. When inviting customers to subscribe to or open an email newsletter, be sure to emphasize savings. Not only do JetBlue?s $39 flight subject headings get me every time, they inspire me to daydream about travel in the first place.

3. Best Unsubscribe Etiquette

Consider that 91% of email users who have subscribed to a company?s email newsletter later decide they no longer want to receive the emails. Bleak, but useful data.

Even more telling, 54% of email subscribers say they unsubscribe when they feel the emails come too frequently. It?s important to be upfront with subscribers about the frequency that email newsletters will appear in their inbox. Depending on the customer?s interest level, even weekly may be too often. Consider offering several options for email frequency. If a customer clicks the unsubscribe button, try to sell them on a lower frequency mailing.

Which brings me to my next point: Sooner or later, you are going to get dumped. But, you can go out the bigger person. My biggest pet peeve is having to search for or jump through hoops to unsubscribe. Etiquette, business integrity ? and most importantly, the law ? demand that you always give customers the right to opt out.

That doesn?t mean, however, that you can?t ask that customer her reason for unsubscribing. A simple check-box survey can provide information as to why your audience is vacating: unsubscribe explanations can include email frequency, irrelevance, repetition or product dissatisfaction, and they can help you improve the experience for remaining and potential subscribers.

4. Best Ethics

One of the most controversial debates around email involves a user?s opt-in confirmation. Users and security filters alike usually consider spam any email users didn?t approve for delivery. Your business should steer a wide berth away from unethical email solicitation practices as well.

According to Lisa Barone, co-founder and chief branding officer of Outspoken Media, Inc., the only acceptable time to add people to an email list is after they have confirmed through a double opt-in. Any other means of populating an email address book is invasive and unethical, such as using an email address after a customer has registered for your site or entered a contest. Barone warns that it?s even bad practice to add peers or colleagues to an email list after they gave you a business card, for instance.

Not only will the unethical use of email addresses earn your business a bad reputation, but chances are those users will be part of the 91% who unsubscribe anyway.

Until email evolves or disappears all together, I?m afraid we?re stuck with the sometimes intrusive inbox newsletter. The trick is making your newsletter?s content engaging and valuable while maintaining your integrity.

The Day After Raw: What You Thought

Did enough go down last night on the first-ever WWE Raw SuperShow? The collective voice of the WWE Universe was booming on Twitter and throughout the official WWE Live Chat ? and, no, that?s not a reference to the WWE Tag Team Champions? new team name.

It?s the day after Raw. Let?s see what you thought ?

Kevin Nash rolls with nWo music

@JamesGuttmanWWI: When Vince McMahon fired the NWO, he said we'd never hear their music again. Now Nash is using it. What a big fat liar. LIAR! LIAR! #raw

@Roberts_Rules: The nWo music for nash. Win. #raw

@RockAdam: only way @WWE #RAW could've been better was if @RealKevinNash came out to the nWo Wolfpac theme - or if @TheRock was there, lol

It seemed like a purposely bold statement by Kevin Nash to make his controversy-laden Raw arrival to the tune of the original nWo. Many viewers familiar with the riffs of the notorious rebel group salivated after the dose of nostalgia, hoping that perhaps the 7-foot former WWE Champion wouldn?t have arrived alone ? similar to the days of his black-and-white clad regime. The infamous music also fueled speculation about the possible reformation of The nWo, a theory which really cannot be discounted at this point.

Speaking of which, did anyone else notice that Nash?s T-shirt starkly resembled the pattern of the top he wore when nWo first emerged in WCW in 1996? Coincidence or a well-crafted tease by the big man? Join the ongoing discussion on Facebook.com/wwe.

For those that don?t know much about The New-new-new World Order, peek at the abridged history lesson and read more about potential Superstars who might soon embrace the nWo?s theme music should the group soon return.

Randy Orton vs. Dolph ZigglerWWE Raw SuperShow kicks off with Orton vs. Ziggler

@ImAMelFo: You're watching @HEELZiggler at his finest. The future of this company. The WWE Championship is in his future. #RAW

@BrockK: What a match by @RandyOrton & @HEELZiggler on @WWE #RAW! it felt like a true main event even if it was the first match. Excellent!

The era of the WWE Raw SuperShow kicked off right with World Heavyweight Champion Randy Orton against U.S. Champion Dolph Ziggler, a former World Champion himself, technically. The WWE Universe has seen crossover action like this in the past, but The Game?s announcement that SmackDown Superstars would be inter-mingling with Raw?s competitors on Monday night made it official for the foreseeable future. Frankly, after The Viper?s bout with Ziggler, it piqued interest in the opportunity for all-new match-ups like theirs that will steal the show. Of course, not to take anything away from the main event tag clash that put John Cena and Sheamus on the same squad. The possibility of two World Champions competing on the same show, from week to week? No complaints here.

Random Raw ramblings

@missjoella75: No offense to @WWE fans but Air Boom is a really silly name for Evan Bourne & Kofi Kingson. #RAW

@wa1kinthezf33t: #RAW so glad the Anonymous GM is gone, it was so annoying. the best part of a GM is to show up n be seen, not be [hiding] behind emails

@tiltedscuff: I am so tired of seeing Kelly Kelly Eve and the Bella Twins every week on #Raw give me #DivasofDoom @TheBethPhoenix @NatByNature

@dreamxstreet16: Punk gagging is more entertaining than Kevin Nash on the mic. #WWE #Raw

@XDustinEFLX: I agree with Lawler. McGillicutty and Otunga (especially Otunga) are one of the most boring tag teams in years. #WWE #RAW

Share your voice with the rest of the WWE Universe on Twitter by using #RAW and check back next week for the another edition of Raw Morning After.

Five Reasons Kids Wants Mental Mathematics for Children ...

If you want to discover more about the benefits of mental arithmetic for kids, you'll want to read this tract. Now, I would like to make it obvious that there are a million more benefits that your kids will get from mental arithmetic lessons.

After studying this article, you will have a clearer understanding of what mental arithmetic lessons can do to your youngsters.

First off, with psychological arithmetic, your kids will have more time to be kids- without losing their need for a good and formal education. Sure, you and your children will need to invest some time with the psychological arithmetic classes but soon after, they might be well placed to finish their homework so much faster and more accurately, at that.

Due to this, they would have more time to go out, play and be kids!

2nd, with mental arithmetic, you are practically giving your kids something to gloat about with their chums, classmates and even teachers!

Since they can solve mathematical equations faster and more meticulously than others, a lot of people will look up to them and their teachers will be impressed. This can definitely jump their confidence.

Next, with psychological arithmetic lessons, your youngsters will be able to develop and strengthen their left brain. Now, the left brain or left hemisphere is very important because it?s accountable for the logical and intellectual development of your youngster. With psychological arithmetic, the left brain functions are used extensively and intensively, so they grow up to be smarter individuals.

Fourthly, your kids will also get to develop their right brain when they are learning mental arithmetic. The advantages are just like the benefits your children will get from left brain development but with the right hemisphere, what would be developed are their ?soft skills? or their creativity, agility, private and social talents.

Finally (for this list, at least), mental mathematics for youngsters will help them develop the right abilities and approach towards learning. With psychological arithmetic, they are going to learn the discipline and patience that they need to become successful.

The earlier your kid develops these kinds of talents, the more successful they're going to be in the future. Except for that, they'll surely experience a holistic development thanks to the worth and abilities they'll learn in their psychological mathematics classes.

Nowadays , it is hard to separate children from their gadgets and high-tech toys, but if you give them the chance to learn something that does not involve modern technology, I am sure they'll love it.

Psychological arithmetic for youngsters is really a parent?s way of preparing their children for the future- a successful future.

(AP) ? Former Secretary of State Colin Powell on Sunday dismissed as "cheap shots" the criticism leveled at him and others in Vice President Dick Cheney's memoir.

It was the latest volley in a clash that stretches back to their first years in the George W. Bush administration.

Powell went so far as to say that if Cheney's staff and others in Bush's White House had been as forthcoming as the State Department in the case involving CIA operative Valerie Plame, the indictment and conviction of Cheney's friend and former chief of staff never would have happened.

Powell made the remarks Sunday on CBS' "Face the Nation" ahead of the Tuesday release of Cheney's book, "In My Time: A Personal and Political Memoir." Cheney said in an earlier NBC interview that the book would cause "heads to explode" in Washington, a description Powell said he expected from a supermarket tabloid and not a former vice president.

"My head isn't exploding. I haven't noticed any other heads exploding in Washington," Powell said. "From what I've read in the newspapers and seen on television it's essentially a rehash of events of seven or eight years ago."

Cheney and Powell had numerous disagreements in the administration, particularly over policy toward Iraq and the run-up to the 2003 invasion by U.S.-led forces. Still, Powell termed "nonsense" Cheney's description of how Powell went outside with his criticism of administration policies.

Powell also suggested that Cheney wrongly took credit for Powell's resignation from the State Department in 2004; Powell said he had always planned to serve only four years. He labeled as "almost condescending" the tone of Cheney's criticism of Condoleezza Rice, who succeeded him as secretary of state.

"Mr. Cheney has had a long and distinguished career and I hope in his book that's what he will focus on, not these cheap shots that he's taking at me and other members of the administration who served to the best of our ability for President Bush," Powell said.

On the Plame matter, Powell said Cheney tries to "lay it all off" on Powell and Richard Armitage, the deputy secretary of state under Powell.

Cheney's former chief of staff, I. Lewis "Scooter" Libby, was convicted of perjury, obstruction and lying to the FBI during its investigation into who leaked to the news media that Plame, the wife of a former ambassador critical of the Bush administration, worked for the CIA.

Powell said that when Armitage realized he was the anonymous source cited by syndicated columnist Robert Novak in an article that revealed Plame's CIA connection, Armitage contacted Powell and they spoke to the Justice Department and the FBI for the probe ordered by Bush.

"If the White House and the operatives in the White House ? on Mr. Cheney's staff and elsewhere in the White House ? had been as forthcoming with the FBI as Mr. Armitage was, this problem would not have reached the dimensions that it reached," Powell said.

Instead, Powell said, the FBI continued for two more months trying to find out what had happened in the White House and that a special counsel ended up conducting a two-year probe of what he called a "mess."

OUR EXPERIENCE

We miss Paris for the little boutique shops specialising in all things irresistibles ? les petites boulangeries,?patisseries et chocolateries. So, it is to our great delight that little specialty sweet boutiques seem to be increasingly popping up around Melbourne, adding just that little more irresistible sweetness to a life already dedicated to sweet irresistibles.

?

The?concept of ?pop-up? stores have long existed in the fashion world. Before the advent of the likes of Net-A-Porter and Shopbop etc, and before department stores in Australia found it necessary to compete with such international offerings, ?pop-up? stores were MoMo & Coco?s first source for seasonal designer imports and designer sales.?If there has been a positive consequence of the post-Global Financial Crisis (some would say, still ongoing), it has to be the?emergence of ?pop-up? food-oriented shoestring operations that?exemplify a?spirit of small business entrepreneurialism?against a melancholic backdrop of rising housing and rental prices. While the US may be the epicentre of the financial crisis and this ?pop-up? food phenomena, Melbourne too has increasingly had its share of ?pop-up? restaurants, cafes, bars, and even a recent??pop-up??truffle boutique?and food truck. Being the insatiable sweet-tooths that we are,?MoMo & Coco?have been particularly attracted to ?pop-up? vendors of sweet irresistibles ? we remember a joyful pre-Christmas sweet shopping at a Baker D Chirico ?pop-up,??braved the hoards at?a laneway cafe for a ?pop-up? macaron maker, and recently divulged to our readers, our long-held cupcake ?pop-up??secret.?With desserts the highlights of?a celebratory dinner at Maze,?we returned to indulge at?a dessert and cocktails ?pop-up? bar (a perfect?amalgamation of our favourite food groups). The rather business-savvy pre-official shop opening spruiking?in the form of a CBD ?pop-up? by?Burch & Purchese?magnetised us to later?visit the official South Yarra store. For all that, we have long heard of a certain ?pop-up? dessert master. Constructing sweet irresistibles for an elite group of no more than 15-20 patrons in each of 2 or 3 sessions, every Thursday evening, this dessert master has stationed his headquarters in the tiny kitchen of Cafe Rosamond ? a little hide-hole with dated furnishings, entered via?an inconspicuous entrance opposite a soldier troop of garbage bins, around the corner of gritty Smith Street.?

?

On a bone-shaking wintry night, MoMo &?Coco finally visted for?Cafe Rosamond?s??Best Of? Dessert Evening, distinguished from the weekly event as a quarterly affair where the ?best? desserts of the previous three months feature on our dream meal ? a 4-course dessert-only degustation ($49). One may, of course, choose to do 1, 2 or 3 courses only,?at $20, $30 and $40 respectively, and/or the dessert tube alone at $9, but?because the servings are small and light, we highly recommend the complete menu. :) ?Being a member of the dining ilk that prefer planning ahead and making reservations, Cafe Rosamond?s most exasperating no-bookings policy meant that MoMo & Coco held vigil at the entrance of Cafe Rosamond at 6.15pm, for a 7.00pm sitting.?

?

The first irresistible sampled was the ?Bombe Alaska Tube.? It?was a test tube with brandy jelly at the bottom, followed by layers of?liquid sponge, flamed meringue purree and topped with icy vanilla icecream. Tilting back our head at the same obtuse angle as draining a sake or vodka shot,?one long suck of this dessert tube transformed us from an unsure, tentative Dr Jekyll to a Mr Hyde with smacking lips and an evil, delighted grin.?

As our first course,?the ?Chocolate, Beetroot, Raspberry, Cocao? was the miniature stalgamite and precious ore formation as?found in the caves of?Snow White?s Seven Dwarves.?Its foundation consisted of jewel-like droplets of tart raspberry and silky chocolate, creamy parfait-like cubes of raspberry and beetroot, and crackly rocks of raspberry.?Countering the sweetness of the chocolate and raspberry, soft airy savoury splinters of beetroot wafer were wedged in to create three-dimensional stalgamites. With a colour scheme as red as Snow White?s pout, we chipped away at this formation of preciousness as carefully and as lovingly as the Seven Dwarves.

If the dessert test tube made us?grin evilly?like Dr Jekyll/Mr Hyde, and the first course conferred a soft dreamy smile of a fairytale princess, the second course of a ?Popcorn Soup? made us sigh in the same way as Goldilocks with her steamy bowl of porridge. The Popcorn Soup was as pretty to look at as porridge, but one swirl and one spoonful revealed a soulful dose of liquidised salted caramel and caramelised popcorn, balanced with a slightly medicinal tasting biscuit crumble of popcorn?that left a dry, powdery?palate.?

The final course of ?Semolina, Golden Syrup, Marmalade and Macadamia??was straight out of the mystical world of Alice in Wonderland. With a segmented body, one could almost visualise the hookah-smoking caterpillar advising Alice as to which mushroom to eat. Each segment of its body was rotatingly composed of beige macadamia nuts,?golden syrup flavoured sorbet, and?tangy?marmalade drops. A scattering of mini pop corn bits and semolina grain?interspersed with little green foliage also?conjured up an image of a forest floor. A medal-winning golden finish that left us?as grinning?Cheshire Cats.?

Contrary to many bloggers perhaps, MoMo & Coco insist on?ambience and service?to complete?a dining-out experience. Excepting a large group of student know-it-alls, the company mainly consisted of quiet duos and trios of young after-work early birds and eager-eyed locals. The atmosphere was rather cosy and moderately subdued, punctuated with gushes and sighs, albeit no Meg-Ryan-in-When-Harry-Met-Sally moments. The only problematic issue we?note is that, unless you have a photographic memory, the lack of even a small printed menu card ensures forgetfulness of irresistibles that lists ingredients rather than confer a name. Special mention to the Cafe Rosamond staff?and the dessert maestro ??notwithstanding the extremely high-pressured environment of constructing and serving almost every patron a 4-course degustation of intricately crafted creations within an hour or so, and in such a Thumbelina-sized space, the service staff were exemplary. Friendly, focused, never flustered,?they were an army crack team who looked after the couples,?the singles and the groups in equal measure.

?

OUR VERDICT

Integrating whimsical, well-balanced?spectrums of textures and flavours, the visually stunning and delight-in-mouth deconstructed creations conjured by the dessert maestro at Cafe Rosamond poses a sophisticated challenge to, and indeed, could?be said to surpass the infuriatingly careless dabbling at the finale of a meal by an overwhelming number of restaurants and other dining venues. Redefining what a meal should be (dessert-only, oh?yes please), Dessert Evenings at Cafe Rosamond deserve a permanency in the fleeting ?pop-up? dining landscape ? they are?to MoMo & Coco?what the luminous white pebbles were to Hansel and Gretel. If fairy tales could be re-written, follow the weekly moonlit trail to Cafe Rosamond, and to a happy ending, where desserts and sweet irresistibles live forever and happily ever after.?

Considerations On Boats And Recreation - Beach and Coast

There are many different choices when deciding what to do for recreation. Boating has become a very popular recreational sport to enjoy. However, before committing to such a sport or hobby, however, one must consider the many aspects to this particular sport.

Boating requires a bit of an initial investment. One should decide whether or not they want to purchase a boat, befriend someone with a boat, or rent a boat. Either way, there are several safety concerns that one must examine before committing to such a hobby. Purchasing allows you to utilize the boat whenever you want, but comes with much more financial obligations. Renting a boat gives you the financial freedom, but restricts when you can use it. Befriending someone who owns a boat allows you to also have the financial freedom, but again, restricts when you can use it. A smart alternative would be to ask around to people who own boats and find out what the perks are and what the downfalls are before investing.

Several State departments offer boating exams and boating licenses. This is especially important-and often required-when purchasing a boat. Things like CPR, alcohol usage, speed limits, fuel types, and safety concerns are included in the exams in order to get licenses.

If one chooses to opt out of taking the exams and licenses, there could be penalties to pay. Such penalties could include, monetary fines, loss of boating privileges, injury, or even death of loved ones. Taking such exams could help bring your insurance liability down, and could help if you were ever involved in a lawsuit.

There are also monetary items to consider when entering the boating industry. One must think of the maintenance, including considering what kind of engine does this boat has; whether or not one is buying it new; how much the insurance is; how much the registration is; and whether or not the boat capable of being towed behind one?s vehicle. If not, one must consider where the boat will be stored. These factors should all be considered.

There is also another factor to consider ? accessibility. There should likely be a lake, river, or ocean near one to use. Also, tow capacity should be considered to tow the boat. Docking the boat should be thought of, as well as the distance from the docking area to one?s home. Lastly, one must consider their weekend schedule and their availability to use the boat.

Lastly, one must consider their family and living situation, such as children. If one has children, they must consider if they comfortable and familiar with water. Also, one should know CPR in case one of the children or passengers gets hurt or falls out of the boat. Additionally, one must think about their current obligations that would hinder their availability to utilize the boat, such as sports, clubs, meetings, etc? All of these items should be heavily considered before committing to a boat purchase.

A boat is a very expensive and involved hobby to acquire. Whether you plan to utilize it for recreational purposes or competitive sports, you must consider all aspects before purchasing the item.

Bobbie's Blog ? Blog Archive ? Why Your Green Home ...

If you made green home improvements over the last few years with high hopes for lower energy bills and a quick recoup of your initial investment, you got an awakening: Your monthly bottom line likely held steady?or, worse, went up.?

Before you shun green, recalibrate your thinking from expecting fat returns to understanding the new bottom line: Smart retrofits help you hold your ground against rising energy costs.

Why have my green home improvements fallen flat?

Energy prices as a whole have gone up over the last decade, especially in certain regions of the country.

Although natural gas prices have dipped a bit since 2008 and electricity prices have stayed level, the trend line goes up for both from 2011 forward.

The U.S. Energy Information Administration estimates an average annual increase in residential energy costs of 2.3% through 2035.

So?if energy cost projections hold, and assuming an average annual American energy bill of $2,200, you?ll pay 2.3% more each year (that?s $50 the first year) if you do nothing to reduce your consumption. Your bill will inch closer to $4,000 by the year 2035. Ouch.

3 energy saving retrofits that pay off

If the only reason you?re making retrofits is to manage energy costs, look for projects with maximum bang for the buck.

Rule of thumb: Try to beat the 2.3% annual average with green home improvements that reduce your energy consumption by 5% or more but have a modest initial investment. And don?t forget to ask whether your utility or state government offers rebates or tax credits for these improvements.

1. Seal and insulate ductwork that runs through unheated spaces?the attic, a crawl space, a garage. It?s not glamorous, but it can improve the efficiency of your heating system by 20%?a 5% bill reduction overall. If you hire an HVAC pro for this job, you?ll invest a few hundred dollars for labor and materials.
?

2. Buy a programmable thermostat. Is it possible you haven?t done this yet? For just $25 to $250, the you can save, on average, around 8% on energy bills simply by programming it properly.

3. Add attic insulation and seal air leaks. One of the best energy-saving improvements out there, because insulating and sealing your home can reduce your energy bills by 10%. Upgrading your attic insulation to the R-value recommended for your region costs anywhere from $.25 to $1 per square foot, including materials and labor; it?s less if you do it yourself.

But you won?t get the maximum savings if you don?t seal air leaks, so plan this as a combo job. Caulking and weather-stripping typically costs from $50 to $350, depending on the size of your house.

(AP) ? NATO intelligence and reconnaissance assets are being used to try to hunt down Moammar Gadhafi, the elusive Libyan dictator.

British Defense Secretary Liam Fox said NATO was playing an active role in efforts to locate Gadhafi, whose whereabouts are unknown. Rebels stormed his compound in the Libyan capital of Tripoli on Tuesday, but he was not there.

The rebel leadership has offered a $2 million bounty on Gadhafi's head, but the autocrat has refused to surrender, fleeing to an unknown destination as his 42-year regime crumbles in the North African nation. Speaking to a local Libyan television channel Wednesday, apparently by phone, Gadhafi vowed from hiding to fight on "until victory or martyrdom."

Fox declined to confirm Thursday whether troops from Britain's elite Special Air Service or Special Boat Service were involved in attempts to locate Gadhafi ? but acknowledged that NATO has a key role.

"We never comment about special forces, not least because if we were to use them under those circumstances it would compromise their security," Fox told BBC Radio 4.

European officials have confirmed that small numbers of British, French and other special forces have been working inside Libya in recent months.

"It is fair to say, however, that NATO is providing intelligence and reconnaissance assets to help in the hunt for Col. Gadhafi, and indeed the remnants of the regime," Fox said. "Last night, NATO was more active than we have been in recent days in terms of air activity against the resisting elements."

The United States is the largest contributor to NATO, but there was no immediate word from Washington on whether U.S. military resources were being directly used in the hunt for Gadhafi.

U.S. drone aircraft have been helping the Libyan rebels with intelligence-gathering for months, however, and the CIA and other U.S. intelligence agencies have been gathering information from contacts they had developed in Libya before the uprising began last spring against Gadhafi's regime.

Rebels say Gadhafi's hometown of Sirte, which is 250 miles (400 kilometers) east of Tripoli on the Mediterranean Sea, is now a key target. Mahmoud Jibril, the head of the opposition government, said Wednesday during talks in Paris that Gadhafi could be "in Sirte or any other place."

The French magazine Paris-Match reported Thursday that the rebels nearly caught Gadhafi on Wednesday but he got away and is still somewhere in Tripoli. The report cited an unnamed "reliable source" as saying a cell of rebel and Arab intelligence services located a plain, modest house in central Tripoli where Gadhafi had spent at least one night.

The report said Libyan rebels then stormed the house, but Gadhafi had already left. It said there was some unidentified proof that Gadhafi had been there.

Britain previously provided a small number of military advisers ? thought to be around 12 ? to help organize Libya's rebel forces. France and Italy also sent similar troops to assist the anti-Gadhafi forces with training and logistics.

A Western diplomat, who spoke on condition of anonymity, said special forces from some NATO nations ? operating outside the alliance's command structure ? may now be engaged in the hunt for Gadhafi.

U.S. aircraft accounted for most of the more than 20,200 sorties flown by NATO aircraft in the five-month war in Libya. The largest proportion were flights by American aerial tankers refueling allied strike planes, as well as AWACS and other surveillance aircraft.

European warplanes ? mainly French and British ? have flown the vast majority of the airstrike sorties, but U.S. armed drones and some jets ? such as those tasked with radar-supressing Wild Weasel missions ? have also participated.

In Brussels, a NATO spokeswoman declined to comment Thursday, saying only that the alliance does not discuss intelligence matters. "NATO does not target specific individuals," spokeswoman Oana Lungescu said.

Asked about the concentration of airstrikes around Tripoli overnight, she said the situation in Libya remains dynamic and NATO continues to monitor it closely.

"There are still threats and attacks across the country," she said. "We continue to strike whenever and wherever necessary to complete our mission."

That mission, according to a U.N. mandate, is to protect civilians in Libya from attacks by Gadhafi's forces.

Advocates push public aid for undocumented college students

Scores of students, teachers and other advocates for illegal immigrants are launching rallies, phone drives, petition campaigns and other actions this week for what they see as their best hope to win access to public financial aid for undocumented college students.

A small rally in downtown Los Angeles on Tuesday was part of a statewide series of actions to prod a state Senate committee this week to allow a floor vote on AB 131, a hotly contested measure that would give undocumented students who qualify for reduced in-state tuition access to nearly $40 million in coveted Cal Grants, community college fee waivers and other public grant and scholarship programs.

Although similar bills have passed the Legislature since 2006, they were vetoed by then-Gov. Arnold Schwarzenegger. Gov. Jerry Brown said at a Fresno campaign event last year that he supported a bill Schwarzenegger vetoed and that he would have signed it

Supporters said they expected Brown to fulfill his campaign pledge.

"Keep your promise, Jerry Brown!" chanted a small group of teachers and students with the Assn. of Raza Educators, a statewide network of teachers and other immigrant advocates who have raised $80,000 in scholarships for undocumented students in the last three years.

Roman Morales, a Cal State L.A. student of business management, manages to pay his tuition with a daily janitorial job but said access to aid would alleviate tremendous stress and help him graduate on time.

"It would be a huge load off of me," said Morales, 23, whose parents illegally brought him to Los Angeles from Mexico at age 4 for a better education.

AB 131 is part of a two-bill package known as the California Dream Act, sponsored by Assemblyman Gil Cedillo (D-Los Angeles). Last month, Brown signed the first bill, AB 130, granting undocumented students access to $88 million in private scholarship aid.

But the public aid bill is more significant because the average amounts awarded are far larger. The Cal Grant program, for instance, provides up to $12,192 annually, while the average private scholarship in 2009-10 was about $3,500 for UC, $2,200 at Cal State and $1,000 for California community colleges.

Opponents say the financially distressed state can ill afford new benefits for anyone ? let alone illegal immigrants.

"The Legislature is slashing programs and at the same time planning new ways to give benefits to illegal aliens," said Ira Mehlman of the Federation for American Immigration Reform. "It ought to outrage any law-abiding citizen in California."

Newsmaker: Cook's vision center stage after Jobs' departure (Reuters)

NEW YORK (Reuters) ? Tim Cook, the small-town football fanatic turned chief executive of the world's largest technology company, long faced the question of whether he had the same remarkable vision as his predecessor Steve Jobs.

The question became even more important on Wednesday when Jobs resigned from Apple Inc and Cook took his place, with Jobs' recommendation.

Apple's long-time chief operating officer, Cook was confirmed as CEO by the company's board, and Jobs was named chairman. Jobs has been on medical leave.

Cook now must prove that his technology instincts are as sharp as when he joined Apple in 1998 after leaving the once-mighty Compaq, then the world's top PC maker. At the time Apple was barely afloat.

His gut decision during his first meeting with Jobs not only changed his life but altered the course of technology history.

"My most significant discovery so far in my life was the result of one single decision, my decision to join Apple," Cook told Auburn University students at his alma mater last year.

"Working at Apple was never in any plan that I outlined for myself, but was without a doubt the best decision that I ever made."

Now, as leader of one of the most highly recognizable brands, Cook will be called upon to satisfy investors and consumers who know Apple as a technology pioneer.

People who have known and worked with Cook over the past two decades use terms like "brilliant" and "phenomenal" to describe him.

He is also called a supply chain genius at a company that values operational efficiency nearly as much as design. Still, after years of relative anonymity as Jobs' No. 2, Cook is in some ways untested.

"Tim has been de facto CEO for some time and the company has been hugely successful," said Colin Gillis, an analyst at BGC Financial. "The vision and the road map are intact."

Cook started taking on more responsibility after Jobs was diagnosed with a rare form of pancreatic cancer and had a liver transplant. Jobs is on his third medical leave.

Despite his ill health and ongoing speculation about if and when Jobs would leave Apple, he turned up time and again at milestone company events to the delight and surprise of Wall Street and Main Street.

IN IT TO WIN

One of the things Cook shares with Jobs is sheer competitiveness.

"He's not in it for the fame or the ego or the money. He's in it to win," said Greg Petsch, who was Cook's boss at Compaq Computer in the late 1990s.

For a graphic on Tim Cook's impact on margins, click on: http://r.reuters.com/vuq28r

How Cook got his job is part of Apple legend. As recounted in the Wall Street Journal, Jobs, then newly returned to Apple to reinvigorate the company, had turned down several applicants in characteristically brusque fashion, including walking out midway through one interview.

By Cook's own account, they took to each other instantly, and Cook made his fateful decision. He was told he would be a fool to leave Compaq for an also-ran on the verge of bankruptcy. But his mind was made up.

"I listened to my intuition, not the left side of my brain," Cook said.

Jobs and Cook have balanced each other ever since. Where Jobs is famous for his explosive temper, firing employees on the spot, Cook is described as down-to-earth and soft-spoken.

Where Jobs is known for his New Age interest in vegetarianism and spirituality, Cook, who is from Alabama, loves Auburn U football and is a fitness fanatic.

And where Jobs enjoyed rockstar-like fame early in his career as a pioneer of the computer era, the intensely private Cook toiled for years in obscurity, an operations wonk who became chief lieutenant at one of the world's coolest companies.

A person who worked with Cook at Apple said, "He has a steel trap of a mind."

"He not only knows everything about what he's doing, he knows everything about what you're doing, too."

Some say Cook's achievements, not to mention his skillful management of Apple's resurgent Mac unit, show he is much more than a by-the-numbers supply chain expert.

"They call him an operational genius, but Tim's a lot more strategic than he's been getting credit for," said Petsch.

Although operations executives are not generally considered CEO material, Petsch pointed to former Intel CEO Craig Barrett's rise to the top from COO jobs.

"He is very highly regarded internally at Apple," said Ashok Kumar, an analyst at Rodman & Renshaw. "From a succession perspective, they could not possibly identify a better candidate. He has a track record to back it up."

Others argue that it is outdated to think of Apple as simply a vehicle for Jobs' savant-like technology vision.

Jobs has for years been surrounded by a superbly talented management team, executives like design chief Jonathan Ive, mobile software guru Scott Forstall and product marketing head Phil Schiller, who will be there for Cook.

'IMPROBABLE' JOURNEY

There is little doubt that much of the Apple mystique revolves around Jobs. His far-sighted, sometimes counterintuitive approach has guided Apple to a string of triumphs.

Although Jobs was involved in strategic decisions Cook has been running the company day-to-day.

Cook has acknowledged that Apple's headquarters in Cupertino, California, is a long way from Robertsdale, Alabama, calling his journey "improbable."

"I am where I am in life because my parents sacrificed more than they should have, because of teachers, professors, friends and mentors who cared more than they had to, and because of Steve Jobs and Apple," Cook said last year at Auburn.

Cook was the middle of three boys in a family described by people in Robertsdale as "real nice." His parents, Geraldine and Donald, have become local celebrities of a sort, as their son's star has risen.

At Robertsdale High School, Cook finished No. 2 in his class of roughly 175 students in 1978, was president of the National Honor Society, played in the band, and was voted "most studious," according to the yearbook.

He earned a degree in industrial engineering from Auburn in 1982, and received his MBA from Duke University in 1988.

WORKAHOLIC

Cook's technology career traces the arc of the early days of the computer revolution.

He spent 12 years at IBM working in distribution and manufacturing in North America before moving in 1994 to computer reseller Intelligent Electronics, where he developed a reputation as an operations maven.

"The guy is just a phenomenal operating executive," said Mark Briggs, who was Cook's boss at IE. Briggs remembers a highly analytical executive, focused on metrics, who overhauled the company's supply chain.

"He just works all the time, that's his life."

Compaq had hired Cook in 1997 to be vice president of worldwide materials, but he spent only six months at the Houston-based company before defecting to Apple.

His impact on Apple was swift. The company, which had reported a $1 billion loss in fiscal 1997, swung to a profit in fiscal 1998.

Apple simplified its product lines, cut the number of distributors and resellers, and outsourced some manufacturing, among other changes. This had the effect of reducing bloated inventory to a fifth of levels in the previous year.

Gross margin, which stood at 19 percent in 1997, surged to 25 percent in 1998 and climbed to 39.4 percent by fiscal 2010.

Cook took over as head of global sales in 2000, and was appointed to lead Apple's Mac division in 2004. He was promoted to the COO spot in 2005.

He was Jobs' go-to guy.
