Police in the northeastern city of Salvador say they don't know what caused the accident but they are investigating.
They also say that nobody else was injured.
Police inspector Jussara Santos tells the G1 news website the elevator was not overloaded at the time of the accident.
The workers died at the site of a partially constructed commercial building in a business district.
Fellow construction workers and family of those killed wept and hugged just outside the construction site as ambulances surrounded the area.
