Parliament adopts law to regulate online gambling

On 15 March, Bulgaria's parliament adopted a new law to regulate online gambling for the first time, its press office said. The new law sets special licensing regimes for all online casino operators, both Bulgarian and foreign. It also obliges Internet providers to block access to unlicensed gambling websites, which were also to be included in a special blacklist, news agencies reported.

The ruling party Citizens for European Development of Bulgaria expects annual revenues of up to 100m leva (?50m) from the new Gambling Bill and the money will be allocated for children and youth sports. Revenues of between tens of millions and 100m leva are expected from the new Gambling Bill, Diyan Chervenkondev, an MP from the governing party, said at a news conference in the parliament.

The bill was drafted in co-operation with the Finance Ministry and State Agency of Gambling. According to the European Commission the revenues from online gambling was between ?6bn and ?8bn between 2006 and 2008. The MPs are continuing now debates on the Gambling Bill, which attempts to regulate for the first time online gambling and gambling in general. Internet gambling and online betting had not been strictly regulated in Bulgaria, opening the door to an ever growing number of scam websites.
